“Maybe it’s time to upgrade your computer your pc parts might be old”

As for every samp-related problem, do you have any mods? If yes, remove those first. Did you notice any specific thing that could cause this? Like an animation, game area...
Also make sure to update your graphic card drivers (I don't think that is the case, but make sure to have it up to date)

my only mods are a c-hud and violet effect which make the game look better but that is not the cause of samp freezing because i had this on my old laptop as well, other games work smoothly for me so it's not my graphic cards as well, there's something causing the freeze in samp and i got no clue what is it and it happens totally random at any time and place

Solution for game freezing,
Reinstall the game and delete the gta_sa.set file from the User Files folder. If that doesn't help, run the game in Windows 98 compatibility mode:
Right-click on gta_sa.exe > Properties > Compatibility > Select Win 98 from the drop down menu.
Also, download a program called SuperF4. If you have it installed, once the freezing happens again, all you have to do is press Ctrl+Alt+F4 to end the process without bringing up Task Manager, so you won't need to hard reset the computer ever again. Be careful though, don't press the key combination when there's no fullscreen application running. That will end the explorer.exe process.
Another solution is that you may try to play with resolution settings, for example you should try to put the resolution in x32
Also try to Fix it by going into Computer > Users > -Insert> Username Here- > AppData > Local > VirtualStore > Program files > Rockstar Games > GTA San Andreas. And then delete the SA-MP folder there, and try to re-installing it again.

“What i noticed is that a process named "run32dll" was taking almost 100% of my CPU resources. What I do now is i log into the server, wait for a moment. Then I minimize the game and kill the process "run32dll" using the Ctrl + Shift + ESC menu on windows 7”
