I had that issue, frame limiter is supposed to smoothen your gameplay and cap it to the limit you'd wish it to be (not beyond 90).
Problem is, your monitor is capping the fps at 60 whenever you enter the game. I could solve it only by downloading the d3d9 refresh rate modifier for gta sa. Cant share mods so you got to do the search.

Keep in mind that if your monitor's max refresh rate is 60, then your game is fine.
