If youre gonna make a video accusing a hacker, at least know what youre talking about. As kappa said, if this player was hacking it would either be car repair hack or godmode. But this player may have been super laggy (you never told us his ping) or he may have the "Removed player ID:" error, i get that frequently.

Damage hack can only change the value of damage taken by a gun directly to the persons body not car hence damage hack is only available for the body and is why the player is not using a hack and is just lagging, don't jump to conclusions.
