At the SA-MP server 2, no colored police, ambulance or firetruck exists and they are unable to be colored.

About the rest of your question, nitro/hydraulics and rims can be added trough the /shop ingame.

You can type /carinfo <car name> to see which items you can add on it, others are unable except in Specially auction like Blade said
